Renting a house - practical issues

Hi, maybe some of you have more experience and can help on this.
In Europe it is common practice that before you rent a house the landlord has to give it to you clean and without maintenance problems, this including new paint on the walls.
Is this normal in Colombia too, and I am talking about a nice area and high rent? Or should one pay himself for clean walls in the begining and maintenance after? Thanks a lot
