You may be able to renew at the Barranquilla U S Consular Agency which is is located at Calle 77B No. 57-141, suite 511. Hours are 8:00 a.m. to noon, Monday through Friday. I THINK the telephone number is (5) 369-0149. In any even the state department is no longer able to extend the expiration date on a passport so it will have to be a new issue..
