Reliable taxi drivers (Bogota/Cartagena) and travel agency (Bogota)

Hi all,

I am about to establish a travelling agency in Norway with a initial focus on adventure and leisure travels to Colombia. As part of the plan i need to get in touch with some potiensial partners:

a) A reliable english speaking taxi driver in Bogota. Will mainly transport travellers to and from airport/Hotel. Anybody know anyone who might be interested?

b) A reliable english speaking taxi driver in Cartagena. Will mainly transport travellers to and from airport/Hotel. Anybody know anyone who might be interested?

c) A medium-sized travel agency in Bogota. Should be big enough to be 100% reliable, but still small enough to give that "extra" service which you (never) get from those really big ones. My guess is that the ideal travel agency have between 5 and 15 employees. Anyone know any agencies? Would be grateful for agency name, web-page (if they have) and/or e-mail address/ telephone number.
