Literaly you could run your business from anywhere in the world with broadband Internet. Cali has it and for 1800 number it is easily get. You will need more than one provider. There are many on the market, being Vonage, Icallhere some of them.

For a business it would be also smart to had two Broadband access providers. Cali is a good location due of the Importance of the Port of Buenaventura, about 3 hours away.

You could get as well a local number from most states in USA, that number is setup on an IP phone or regular phone thru a gateway. Also you could had calls done to that number transfered to any other number around the world.

Vonage is the way to go. Do not get a business line, it cost more and it is the same service. Colombia has a lot of problems with the internet being down. If your business can survive without service for hours or sometimes a day or so you will be okay. Vonage.com

So very easy
1. Broadband Internet
2.Vonage Account
3. Efax account if wanted instead of Fax line with Vonage
4. Regular Local Landling

Now your banking I will have to say will be alittle difficult...but you have internet..
Your deposits,A/R and A/P you will have to use online and probably setup up a lockbox with your Local bank in the States to receive payments.

Can be done I go back and forth Medellin and Miami and had to setup a house office here in Medellin and works great..
I need to still go back and forth to Miami every few weeks..or couple weeks..

just remember with VOIP lines...your internet goes down, your phone line goes down, and no calls in or out for your business....this happens frequently...have plan B in place.......
