Maybe yes if your Colombiana lives in Bogota.

I believe a Colombian has to go to the particular DAS branch that looks after the district where the Colombian resides. We tried to get a passport in BAQ but we were shut down and told we had to apply for it in Santa Marta where we reside. I think it has something to do with the payment to the bank. We stood for two hours in the cue at the bank and after two 30 minute visits to the DAS (all in one day), the passport was in hand.

Of course one could apply for a passport abroad at an Embassy, but who knows how long that would take.

Outside of Bogota, you have to do it at the "Gobernacion"(Department Government office) in the capital of the department in which you live.

Here is a list of requirements and "gobernaciones" for each department

DAS has nothing to do with passports. Unless the individual might need a impedimento de salir del país. CG above is correct. The only two places we have been for a passport was Cali, Palacio de San Francisco, Calle 9 Carrera 7 y 8 and Bogotá, Pasaportes , Calle 100 Nº 17 - 25 Int 2 . Both times the process was painless and took, at most, three hours-if you have the required paper work and pesos in hand.

Yes, I stand corrected. I mixed up the buildings. It was the "Gobernacion" office on the waterfront of Santa Marta where we went.
