(That's a joke) But seriously, the answer to that question seems so obvious and simple, many people probably think there is more to it - like they are missing something. The reason for the question is, say for example, your fiance is a Colombian, but resides currently in Costa Rica. You would then want the petition package to go to the US consulate in CR.
