Processing times (USCIS site)

My cousin married a woman from Peru and she recently attained U.S. citizenship. They think I know something about Latin America visas (haha) and are asking how long it takes to sponsor a sibling. According to the site below, I-130s from early 2001 are only now being processed. Does this sound correct, does it really take five plus years? Also, all the service center pages were updated on Sept 19, 2006...anyone know how frequently they update these pages? Thanks.

Siblings actually take longer than 5 years, more like 9 or 10. The number of sibling immigrant visas is subject to an annual numerical limitation and there is a long waiting list.

Thanks I had no idea it took that long. Unless they manage to swim from Lima to San Diego or get lucky in tourist visa roulette, they should probably quit daydreaming about Disneyland.
