Power Outage?

I have friends living in, "the Safe Zone" in Bogota. I have not heard from them for 3 weeks. I have been told it is becuause there is a power outage. Wouldn't something like a 3 week power outage be in local newspapers? I haven't found anything regarding it. Can anyone confirm? Could it be just phone and cable?

I would assume the person just didnt get ahold of your lately. I haven't heard anything regarding a long-term power outage anywhere here. There was a tornado reported in Bogota, maybe it knocked out the power to some houses specifically?

Short power outages sometimes happen where I live, but they're not horribly frequent and tend to be very short, so I don't think that would prevent anyone from communicating.
