Club Heaven used to be up there on the top floor of Victoria, but I believe they closed down a few years ago. That used to be one of my favortie bars...they had hookah, cool music, Karaoke on certain nights and had that awesome view you speak of! Perhaps there is another bar up there I did not know about.
