Pelosi's Rebuff of Colombia Accord Seen Aiding Chavez

House Speaker Nancy Pelosi's decision to delay action on a free-trade agreement with Colombia may embolden a weakened Venezuelan President Hugo Chavez and his campaign to roll back U.S. influence in Latin America, analysts, lawmakers and business groups said.
