PCs without sales tax (IVA)

This article

http://enter.com.co/enter2/ente2_actu/ente2_actu/ARTICULO-WEB-NOTA_INTERIOR_2-3396748.html

says that PCs under 1.7 million pesos are exempt from sales tax (IVA).

Does anyone know why this is the case? Is it to act as an invcentive for Colombians to buy more PCs?

If this is the case, I'm not sure that the Colombian government has its priorities right, as they seem to charge IVA on other, more essential items from basic foodstuffs to condoms.

It is an incentive to buy more computers and to buy more Microsoft. The Pc comes with 256Ram and 80 g hard drive. It comes with vista pre-installed, although it runs better with at least 512 ram
