Paypal now offers accounts for Colombia

Paypal recently started to allow to create accounts for Colombia. It's still very limited, you can just send money but not request, at least it's a good start.

If true, then fine...limited is way better than nothing I'll see if it can be useful for a couple of online purchases that I've been completely unable to do due to the lack of PayPal access.

I'm not that fond of PayPal either, given some complaints I've read online, but unfortunately its use is already too widespread.

EDIT: They were UN-kind enough to fail at fixing my problem, so I'll have to resort to alternative methods in order to overcome that difficulty. Needless to say, my opinion of Paypal is currently heading towards the negative, but I'll give them one more chance.

I don't know if they'll sing a different tune by phone though...but I'm not that sure.

I'm still going to try to do something else, which might be better in the long run but will be a bit bothersome to set up in the meanwhile (yes, I prefer to be a bit vague about the details).

No problems I have been using Paypal for about 3 years now (though my account is in the USA) In that time I have well over 1,000 transactions with never a problem. So, Juancegomez, I hope you end up getting the good service. And their interest rate on money with them is better than most USA banks.

Good and bad Morphus, I have had my credit cards locked for being used in Colombia. I have had my ATM account locked for using it in Colombia. But never my paypal account. Now, my address is in Colombia. But they did once notify me of suspicious activity that indeed was someone trying to get money from my account unlawfully.

Well, I can't say the company has not had problems with others, just that I have never had any problems with them and they have always been helpful to me.

Because I am not seeing that option. It didn't even allow a Colombian Visa card to be added to the account. And the only currency you can keep funds in are Dollars not pesos.

At least the good thing is they will no longer limit the account for logging in from a COlombian IP address. I had these bastards shut me down because I was using the ATM paypal card in Colombia. The odd thing is I was using it for almost a year until they shut my account down. They also froze my funds. Which they can do for three months. But I submitted a complaint to the BBB and they gave my funds back to me. Still took a month. They also have suspended my account and will never allow me to use Paypal again. But they are stupid. All I did was open a new U.S bank account and got a new email address and was able to get a paypal account again. Paypal is a godsend for purchasing stuff of Ebay in the U.S and now they got the NEW VIRTUAL CREDIT CARD. You can buy anything off the internet without having to use your credit card. Paypal gives you a virtual number you can use and it just comes out your credit card. That is great I think.

So I just use it for purchases. Hopefully they will be able to make PAYPAL work exactly as it does in the U.S for Mercado Libre and Deremate which Ebay owns. And Ebay owns Paypal. So what's the problem? Why isn't it the same for Colombia? This would certainly revolutionize they way Colombians do business here if they got it right.

Right now you buy something on Mercadolibre and you got to stand in line at the bank like an idiot to put the money in the sellers account. That's just plain stupid way of doing business. And yet that's how it's done here. Unless the seller accepts credit card, but this limits about 90% of the sellers. They can't afford to setup a credit card service to sell their used couch or what have you.

Another function I'd like to see in Colombia is craigslist.org in SPANISH so that it worked like it does every where else in the world. Right now its just full of SPAM and hookers. You check the FREE section and it's empty. You check the free section for Los Angeles and people are giving away 30 inch screen TV, couches, beds, microwaves that work. People would just love craigslist here if they used the darn thing. There's about 100 listings on the site now. Just about all of it nothing but spam. No one is using it. If they were this spam would be flagged by the users and all we'd get is quality classifieds. People would use it for jobs, free stuff, activities, dating, services, everything. No more looking in the dumb ass classified papers which by the way don't even allow you to advertise a business unless you're registered with camara de Comercio. Craigslist would kill that. And kill all the paper classified. Craigslist is and allways will be FREE.

Newscorp who owns DirecTV and purchased MYSPACE and PHOTOBUCKET has offered to buy craigslist for 3 billion dollars and the guys don't want to sell it. They want it to be free. And they don't care about money. They have good jobs and live happily. They don't want the 3 billion dollars and then have to hire bodyguards the rest of their lives and look over their shoulders. That's what they say. Interesting folks.

We need some internet advancements in this country. People aren't using it. All they know how to do is check their emails and use the messenger. They don't know how to use the social interraction sites to their advantage and this is mainly because most of them are in English Craigslist.org for example.

And let's not get into shitty ISP broadband speeds here at double the price of the U.S. I have to uncap my modem just to get a decent speed so I can download all the freaking movies and TV shows at full quality that half a year to premiere here. I've already watched the entire season of Heroes last month. And it's only just come to DirecTV.

Anyone in Colombia using an FTA System here? To capture DISH networks for free from the STATES?

This is what I was going to do next. Cancel this DirecTV and get 3000 free channels with an FTA system. No more waiting for the shows to get subtitled and premiere on DirecTV or TV cable.

The same internet that costs $10 in the U.S. Here I pay 100,000 pesos.

People in Colombia do use the internet for more than just checking the e-mail and messenger. Bank transacations, education, dating, etc.

Mercado Libre in Colombia does have a paying system to collect their fees. Granted it is still somehow hard to pay the seller. If you think you will be buying from the same seller quite often then you can register his (her)bank account in order to pay thru internet.

About Direc Tv, I could not care less, I don´t wacth that much tv, plus as you said thru Internet you get a lot of material and the best thing is that you managed when you want to see it. Direct TV charges for special movies from $7000 pesos.

It looks like the FTA (Free to Air system) is somehow provided in Colombia by Teléfonica Telecom.

A free couch or TV isn't much, but try finding one easily in Colombia. I'm sure lots of people got a good decent TV they would give away. I gave away my computer system to someone that needed it just last month. Try to see how easy it is to get something free in another country and how many sites you will find with free stuff. Now try to get the same in Colombia.

There's even a completely FREE no credit card required or any money needed DATING SITE called plentyoffish.com in the States. You'll only find a handful of Colombianas on there at most. Yet other countries are in the hundreds of thousands. SO again you tell me do you really think Colombians are using the internet to their fullest advantage?

Do they know of a site called couchsurfer.com where they can travel the globe and find a free place to stay the night. Again very few Colombians really know about these sites and other useful sites. And many will be clueless about PAYPAL. It's always the English Speakers who will know about these places and use them to their advantage. And when that happens they'll be able to say goodbye to the nine to five jobs and be independent. It's all there on the net. Colombia is not taking advantage of this. Only a handful have "got it"


And there lies my statement backed up. Why are people still lining up at the bank to pay their bills. They don't have internet access, computers. If they do the online systems are cumbersome. You need bank accounts to pay. You got to go specific banks to deposit or have an account with a specific bank to make it easier for you. There isn't the simplicity of PAYPAL to send and get money. I go on mercado libre right now and I need a credit card or I got to line up at the bank to put money into the seller's account. Most sellers do not take credit cards. Internet auctions are for people who are not business men also. And there lies the success of online auctions. Any person can do it. We are not in the old age any more. We are in an information internet age that does away with borders, government rules and meddling. Finally we have a leverage against the system. For a regular person with some stuff to sell they will not have a credit card system or effective easy to use payment setup. Paypal is the solution.

Telefonica is the new satellite service in Colombia. This is not free to air. This is a paid subscriber package. Until this year DirecTV was the only satellite provider. Until now they were a monopoly.

Telefonica from Spain just bought Colombia's Telecom and they own moviestar cell phone service also.

A Free to air receiver and dish would effectively hack and decode Telefonica's signal on a regular Pizza size satellite dish so you can watch them for free. DireTV requires a big ugly dish to effectively get their broadcast for free also.

That is what a FTA receiver does. And what millions of people do in the States and in Canada. We can get all sorts of stuff on the net but the speeds are not very good. I got my modem uncapped and still only getting 1.8 MB at most. Whereas people paying half the price in other countries and getting 5MB to 10MB lines. They only give 1.8 MB lines to a registered business here. Hence the need to uncap.

Tcniso.com is blocked for access by your Colombian ISP will sell you a modem for $100 to uncap Tv Cable and get the business plan that providers won't give you.

Some Colombians take full advantage of the Internet but don´t trust to do wired transfers.

Bandwidth in Colombia is not good that is true, but for most users 400K is enough. There is a lot of triple play plans out there. Most people prefer Cable over DSL, with prices coming down it will be nice to have two providers and a fail over plan.
I wonder if Locationfree by Sony is somehow related to Free to air system brought up by Ujay. In theory it lets you get hold of Satellite Tv from any tv to other tv´s at home or anywhere in the world.

I also feel that some of the Old Controlling Money families and interests in Colombia don't really want online Auction Sites such as Mercado Libre.Com because they cannot control it as it gives the General Buying Popultion in Colombia many more money saving Buying options and they cannot have control and make profits. This group does not want to give up their age old stranglehold on the Colombian Market. Mercadolibre.com is NOW in its infancy as was eBay was in 1989 in the usa) when I joined. Hopefully in 4-5 years as security improves in Col, so will Mercadolibre.com advance in its business. It will be a great day for Colombia when this happens,,,

I don't think you can do that...Paypal doesn't use Pesos..for currency and will not transfer to Colombian Bank Accounts.
Interest for the Future if Colombia allows US Dollar Accounts will Paypal jump on this..that will be good or if Paypay will send money to Colombian bank accounts in Pesos..without a conversion fee or if the Colombian bank will not charge for inbound electronic transfer..Which I heard for inbound wires you need to go to the bank to sign for inbound transfer before they post to your account. Maybe that is one of the reasons PayPal won't transfer to Colombian Banks.

Still the same Pay Pal and no real Changes at all...

????????? Good One Mike I would assume that Colombia address paypal account would need a bank account in the PayPal Bank Network...
Example: Colombian person living in Colombia has a US Dollar account with Citibank United States..The money is transferred to the US Dollar account to Citibank in the United States and the colombian person goes to an ATM in Colombia and withdraws Pesos like Arthur but has to pay the 1% conversion fee which Mastercard/Cirrus/Visa/Star Network will charge. Many US Bank Accounts don't charge for inbound ACH Payments which come from PayPal. Colombian Banks can accept inbound wires but are a pain the in the ass and will convert the dollar amount to pesos at there rate I would assume..So Paypal does not want to have that hassle..

Someone can transfer the funds to the Colombian PayPal account and the Colombian person would need to go to a Colombian ATM and withdraw Pesos but still pay the conversion Fee...on the Paypal debit card..because PayPal does not deal with Pesos..but to have a Paypal debit card it would need to be linked to a bank account in the PayPal network..
