I've heard it mentioned more than once.
Well, let's see with a quantitative analysis. (If you ever wondered what high school teachers do during school holidays, well, now you know...)
A thematic analysis of the first page of the friendly talkzone of PBH, conducted at around 3.30pm Bogota time:
The most common type of post was that of a query for information, i.e. someone asking about some aspect of Colombia: (11)
Where to ATM (query)
Venezuelan Bolivars (query)
The tooth fairy (query)
Looking for gyms (query)
Spanish Classes for kids (query)
Business Contacts in Medellin (query)
Arriving in Colombia without visa (query)
Wire transfers to Colombia (query)
Gold prospecting in Colombia (query)
Colombian peso (query)
i want to know Medellin (query)
Canadians living in Bogota (query)
After that was "talk about the forum", i.e. introspective posts about the nature of the forum, its posts or its posters. (5)
What the hell? (talk about forum)
New learn Spanish forum (talk about forum)
I got an email from Peter (talk about forum)
Peter - request for... (talk about forum)
Simpsonize me (talk about forum)
Also there was "information", i.e. posts informing people about some aspect of Colombia: (5)

Then, "unclassified", posts that I could not classify into any theme or topic easily: (4)

Then, there was "praise", i.e. posts that in some way portrayed some aspect of Colombia in a positive light: (3)

Thanks to all my friends (praise)
Of all the posts, I only saw one that could be seen (perhaps, by some people) to contain negative/offensive content:

So, is the PBH forum really a haven of negativity and debauchery?
Hardly - indeed, most of the content here is devoted to requesting or giving information - probably Peter's original motivation for creating the forum in the first place. It is not a forum gushing about how wonderful Colombia is (which would, in any case, get boring), but neither is it overtly negative or offensive. In terms of attitude towards Colombia, this forum is neutral.
The introduction page, however, implies that the forum is for budget travellers and/or expats with little money. While many who live and work in Colombia may not earn much money in real terms compared to the US or western Europe, in relative terms I would guess that most members here are significantly richer than the Colombian average (the simple fact of having internet access more or less proves this).
My amateurish analysis does have some pitfalls however:
* It is only of the "friendly talkzone", who knows what goes on in the other forae?
* It is only one time today, who knows what it was like yesterday or what it will be like tomorrow?
* Lots of objectionable posts get deleted quickly - this analysis didn't (couldn't) take this into account
And my conclusion?
I should get out more...

Leeroy says on Jul 30, 2007, 14:23: Last weekend was characterised, mainly, from a thematic viewpoint, by drunken debauchery. In fact, it included all three of the above criteria. I am not so hardcore, however, as to get drunk, high and laid at 3.30 on a Monday afternoon. Today is devoted to coffee, cigarettes and Gran Turismo. And conducting silly research here, of course.

Leeroy says on Jul 30, 2007, 15:09: I think the ideal of "ugly girl becoming pretty" has a fairly universal appeal, as it appeals to the 95% of women who fear that they are not attractive enough (there are, I am sure, equivalents that relate to masculine insecurities - I always suspected that He-man's weapon growing several inches whenever he was supposed to defeat baddies had some kind of subtle message to it)
