Azu; I see your point and when all is said and done, the country is trying hard to boost its tourism in order to improve its currency reserves. And in a recession, every Dolar/Euro spent here is worth a lot.
Whether Colombia and its people like it or not, the majority of tourists are English-speaking and although it would be wrong to expect Colombians to be English-speaking to cater for our laziness, referring to us foreigners who have chosen to settle here, they should also allow for first-time visitors, or those who have not lived here for long, whose "second language" if they have one may not be Spanish.
Before I get my head bitten off here, Colombians need to achieve reasonable levels of English to graduate. And there are many graduates around. So the significance of bilinguality is being encouraged/forced down their throats.
Also, in terms of Medellin which is pertinent to the flower festival and other events, the previous mayor Sergio Fajardo was making this point a part of the new education initiative.
Therefore, one would expect the tourist board of Medellin to employ at least one English-speaking person to create the English speaking section of the web-site. What a great investment that could be! It would encourage even more foreigners to visit Medellin and improve the local economy-priceless in these times of financial instability and increasing unemployment.
So, to the sceptics, I am not saying that we foreigners should not make an effort to learn Spanish. But some English for those who at this time cannot understand Spanish surely is a great opportunity to welcome us and who knows, we may even come back next year too!

It was a fun time!

Some of the PARADES include:

1) The famous cabalgata (horse parade) with almost 10,000 riders from around Colombia
2) Carros antiquas - Antique Car Show
3) The Chiva Party Bus parade shown above
4) The Dog parade
5) The Desfile de Silleteras - The Flower Farmers Parade (The most famous parade that started it all.
