"Obama is a great admirer of President Uribe"

Kirk to consult with Congress on Colombia trade

WASHINGTON, Apr. 20, 2009 (Reuters) — The Obama administration will hold extensive consultations with Congress as it begins talks with Colombia on anti-union violence that has blocked approval of a bilateral free trade pact for more than two years, the top U.S. trade official said on Monday.


"One of the commitments I made is we would consult with Congress early and we would consult with them often," U.S. Trade Representative Ron Kirk said.

"I think the Colombian free trade agreement is one that cries out for that type of consultation," Kirk told reporters in a conference call after returning to Washington from the Summit of the Americas in Trinidad.

Former President George W. Bush's administration signed the free trade agreement with Colombia in November 2006, over the strong objections of many congressional Democrats and U.S. labor groups who said Colombian President Alvaro Uribe had not done enough to stop killings of labor leaders and to make sure their murderers are brought to justice.

Obama raised the same concerns during last year's presidential campaign and took a strong position against the pact until more was done to stop anti-labor violence.

Kirk told reporters on Monday that Obama "is a great admirer of President Uribe and more significantly the very substantive work that he has done on issue of safety and protecting workers."

"Having said that, the president has asked me now to follow up and take the lead in meeting with the Colombian ambassadors and others to map out a strategy to identify what remaining issues we have ... We are committed to moving forward with the process. I can not give you a hard timeline on when that would be," Kirk said.

Obama and Uribe were photographed sitting next to one other during the regional summit, and Uribe later said he told the U.S. leader his government had made progress to stop the killings and get more convictions.

Uribe, a conservative and close ally of Bush, will visit Washington soon and told reporters Obama had proposed a Colombian stop on his next Latin American trip.

Representative Sander Levin, a Michigan Democrat who chairs a key House of Representatives trade subcommittee, was in Colombia last week on a fact-finding mission.

New Movement on Colombia Trade Pact

PORT-OF-SPAIN, Trinidad -- President Barack Obama discussed a pending free-trade agreement with his Colombian counterpart Saturday and dispatched his trade representative to discuss U.S. concerns over Colombia's treatment of labor leaders.


At the Summit of the Americas in Port-of-Spain, Mr. Obama asked to be seated next to Colombian President Alvaro Uribe, and the pair discussed the deal, U.S. officials said. During his presidential campaign, Mr. Obama had voiced opposition to the pact, citing violence toward labor organizers in Colombia. The deal, which would allow free trade between the two nations, is awaiting ratification in the U.S. Senate and has already been approved by Colombia's congress.

Since taking office, Mr. Obama has struck a more-positive tone on free trade than he often did during the campaign. He and aides have spoken out against protectionism, and in Mexico last week he declined to raise the question of renegotiating the North American Free Trade Agreement, despite a pledge to do so last year.

In October, then-Sen. Obama expressed deep concerns over the Colombian pact. "The history in Colombia right now is that labor leaders have been targeted for assassination on a fairly consistent basis and there have not been prosecutions," he said during a presidential debate.

Saturday's lunch conversation with Mr. Uribe was "fruitful," said Denis McDonough, director of strategic communications for the National Security Council.


Mr. Obama sent U.S. Trade Representative Ron Kirk to meet with Mr. Uribe Friday and with the Colombian finance minister Saturday to discuss the pending agreement.

Luis Guillermo Plata, Colombia's trade, industry and tourism minister, said the U.S. doesn't plan to renegotiate the entire treaty but rather examine certain points that raise concerns, according to the Colombian government news service.

U.S. officials also were optimistic about a pending agreement with Panama. They said the recent jailing of a Panamanian leader convicted of murdering an American improves the prospects for that pact. Minor labor issues seem resolvable, an administration official said.

Miguel....Miguel......Miguel...........I , for one would have to dis-agree with you. Surely, President Obama's response in the debate, to the question about Colombia, displayed his knowledge on the country. He pointed out in that debate, what is a very legitimate issue among Democrats.

Either way, we could never really expect one person to be an absolute expert on every country in the world. That is why they have experts, in every field, advising them on the various issues.

Agree 100%. I posted the same thing here many times Ray pre election 2008 and it has come to pass, No FTA. I personally doubt, with the state of our economy, there will be any hurry by congress to pass any FTA anytime soon that may even sound like it could result in Job Losses in the USA. FTAs are on the backburner on the to-do list.

BTW, what Mr Uribe could do however as a goodwill gesture is repeal the high Tariffs on products exported from our shores to his country to help out our industries which in turn, thru their taxes, pay the tax money that funds the Billions to Plan Colombia. Sounds like a fair tradeoff to me,,,

kingfish i too am very dissapointed with obamas presidency thus far. AND i voted for him.
However, presidents do have protocols to follow and shaking a presidents hand and exchanging a candid conversation is as well. its not like they went out for drinks at the nearby pub. i have a long list of reasons why i am not happy with obama right now but his foreign policy is certainly not one of them. Oh and I hate Chavez with passion. But even my other president Uribe had to meet with that pig in Caracas days prior to the big meeting in T and T. Thats part of their job. Its not like us in back in our streets. Its different if I have beef with some guy who lives 5 houses down and I see my friends hanging out with him.
