Chavez is fashionable to kick around at the moment and ok he's wrong but has a little reason, ( ask the poor he's helped in venezuela). Anyway if your anti Chavez its just playing into his hands re, Uribe a tool of the capitalist regime here in colombia, let it rest and concentrate on colombia and all the good things here, gulp.

What are your thoughts on the 10:00pm curfew the paracos have annuonced for all the barrios in Antioquia last week?

All the paisas were put on notice that no one is supposed to be on the streets and in their homes by 10:00pm. The paracos have been enforcing the curfew by making the presence known in the barrios until 3:00am.

The curfew has been put into affect to, as the notice states, keep drug addicts, troublemakers, thiefs, and prostitutes off the streets.

Why can't the police handle this situation, if it's so out of control that the paracos feel the need to imprison the locals?

It has been reported that many employers are letting their employees out of work early, so they do not miss the curfew.

The paracos are out in full force wearing black clothing from head to toe, while carrying firearms, in full view throughout the barrios in Antioquia.

What's going on there?

It depends on where you are. It cannot be so widespread as to include the whole of Antioquia, I have heard nothing of it, for example. But the fact that a curfew seems to be being imposed in certain areas doesn't surprise me.

It also strengthens my point as to why Medellin, and Colombia for that matter, is not going to become gringo-infested and a top tourist destination anytime soon. In fact, there seems to be many backwards steps taking place, the progress towards peace, prosperity and safety is decelerating.

There are certain areas that are not affected by the curfew, it is not widespread.

My favorite barrio in Medellin has been put on notice. Two of my friends shops are now forced to close as of 10:00pm. The curfew is in affect throughout the week, many mom-n-pop shops are losing business.

It will be reported eventually. And the tide will turn once people start living less tasteful aspects of life in Medellin I'm afraid. Curfews are not conducive to happy people.

Indeed tejasmarcos. I will give you an example of how changing security situations in Colombia affect tourism:

I went to San Agustin in 2006. It is in Huila (or Cauca), about 6 hours from Popayan. It is also in FARC land. It is a beautiful area of the country, but not the safest. When I went, I had no problems, but there was not very much tourism there. If it were Ecuador, Peru or Bolivia, there woudl have been a lot of tourists, but there weren't many, all things considered. Three years previously I was told by a family who took me into his house, tourism was BOOMING. Hotels were filled, he as a guide was employed constantly, but then the FARC started consolidating control of various roads and checkpoints, San Agustin had since become comparatively deserted, and the economy was suffering hard as a result.

It had picked up a bit when I went, but nothing compared to what it was previously. The ever-changing security situation has implications for the amount of foreigners who go there. At one point in 2006, the government closed various roads in and out of the close Neiva, the situation had deteriorated so much. I happened to be there at that time, but nothing bad happened, I just travelled by day with more caution (which I always do in southern Colombia).

There is no reason why a changing security situation should not have a similar effect on Medellin, if indeed the situation is changing drastically by any stretch of the imagination.

la campina I too am surprised to hear this news, nor have I heard any reports. However a lot of what went on in Medellin in the Escobar years and 90s was not reported to the world at large. I have heard horror stories from people I know well, apparently sometimes people couldn't safely stand on their balconies at night for fear of getting shot, and that was when real curfews existed that were well-known and more widespread.

I am a bit dismayed to hear about this news, I must say.

That being said, people have been saying to me things are very tenuous and difficult in Colombia now, todo 'muy teso' en Colombia ahora, that's what they tell me, and they don't say it for no reason

la campiña, you too are right but then again everything there could be in place in Colombia in the future if nothing is done now. Would anyone dare to venture out on the streets at dusk in the cities if situations were like many barrios in Caracus. In addition, the population is only allowed to remove $5K per year out of country per year...there are many more socialistic programs to list but we all get the hint. Colombia is near perfect the way it is right now but with only a few more tweakings.

The Paisas, who over my first trips to Medellin, proved to me how safe Medellin is today, are the same Paisa who now have no problem shieldinig the truth from me, have told me what is going on. I had this confirmed by several sources.

I made the same comment in another thread and have been told that tensions are night high in Colombia. I disagree. The Colombians I speak to, who are not afraid to tell me, or hide their true feelings from me, tell me it is so.

I do believe Robi666 may be able to confirm my story. He seems to know what's really going on in MDE today.

MT you know I admire your passion and your zest for all things Medellín. I feel you and I explore and experience in very much the same way. However just before your Jan. party you had only been here 3 vacations, a week apiece totaling 21 days. Now you are up to 28.

This is probably why some people are a little hesitant to accept some information you provide. Unfortunately it takes some time to gain respect on this board. I remember after my 1st trip I posted that 80% of Colombians didn't have hot water. I got lambasted - but I was right.

Paraco curfews are nothing new in the expansion barrios. But you mention all barrios in Antioquia and then alter that to "some barrios" and then "not if you are a gringo". So maybe this is why...?

This past weekend in Robledo Diamante Saturday night, usually a huge party in the street until late late late - everything died down at 10PM. I thought it was extremely odd.

I'll see what I can find out. But please don't send Ray to barrio Popular with his water pistol.

my girlfriend and I were to meet them at a restaurant..........................my girlfriend wouldn't go as her employer told her she must stay indoors. she said there may be a FARC bomb in the restaurant.

i didn't think there was a bomb in the restaurant so i took a calculated risk and went to dinner with my friends without my girlfriend. I could not convince her to go.

it may be a self imposed curfew.

this is the kind of thing that really pisses me off about FARC...........when innocent people feel that they can't leave their homes.

I agree Robbi - the people in Poblado suck. I could never live there in a million years. Itagui is awesome but a little removed. Best bet is a down the hill on the hill estrato 3/4. I hate to use the word estrato but uh sometimes it's necessary.... Also a Simon Bolivar is a great blend on the high side - more suited to people who want to get the heck out of presumido-ville but still have class. They still close the streets in SB during some nights durante la navidad.

Sorry that I did not answer your question. I posted my initial comment late last night, and did not think it was going to put me in a position to have to explain myself, my goal was just put out this story to not only make others aware, but to see if others had heard about what's going on. I did not get all the details because my conversations with my paisa friends did not focus on the paraco curfew.

My early morning post before work, was not an attempt to dance around any questions because I simple don't know the whole story. But, my reply did have some influence, namely the article where the paraco boss states that he is working with the army to make sure the tourist are safe. And, becuase of my personal feelings that El Poblado, is a relatively secure neighborhood where the paracos have no need to excercise their power, or whatever you want to call it.

What I have heard is that relatively new "Aguilas Negras" paramilitary group started delivering flyers to homes and businesses in certain barrios a few weeks ago with the curfew notice. As I posted above, and Robi666's article states, the reasons and targets for the curfew have been drug dealers, drunks, drug addicts, prostitution, and the article above mentions mom-n-pop shops who blare music into the wee-hours of the morning as the targeted barrios.

Robi666 commented that this is nothing new. This is new to me. I traveled to Medellin and everyone went out of their way to show me the best of Medellin. I had the opportunity to visit many barrios with my new paisa friends. In the past, they would not say anything negative about Medellin to me, they always seemed reluctant to give me details. I don't know what has changed, but these same paisas, now have become very open to me about many things that go on in Medellin that the average tourist will not see.

I rode the metro, went up to Santo Domingo on the cable car, Parque Lleras, explored El Poblado. But, I am now past the honeymoon with my love affair with Medellin. I have jumped off the metro and now walk through many lower estrato neighborhoods in Antioquia, many times on my own, late at night.

In my quest to learn more about Medellin, it has opened my eyes to what is underneath the transformation of Medellin, it's business as usual because the paracos have never truly demobilized, they are back in full force.

RAAAY, again... my post was to alert PBH members regarding "Aguilas Negras" latest curfew orders, and to learn more from others regarding what is happening in Medellin today. Armed "Aguilas Negras" paramilitary have been patrolling specific barrios (which ones I don't know with the exception of my favorite barrio) all dressed in black for some time now, 10:00pm until 3:00am.

Now, I do not want to send anyone into any barrio to find out if it's true or not, because my post was not intended to prove or disprove anything, but to inform. If anyone is in Medellin, all they have to do is jump into a cab in the evening and take a ride to Itagui, ask the driver "what time is the curfew tonight?" and wait for his reply. The taxi drivers are a very informed group who seem to know what's happening in Medellin. Now, when I say Medellin, I mean Antioquia, it's just that I know everyone is more familiar with MDE than specific barrios.

I hope no one has targeted me in any of the barrios. As I have mentioned, I walk into, throughout, and climp up deep into the barrios overlooking Antioquia by myself, at all hours, day or night. In two particular barrios, everyone knows who I am. I do not know if this is a good thing or not, but I have always felt safe walking around by myself.

In any case, as your article states, "Aguilas Negras" is out enforcing the curfew they imposed on the locals, for whatever reasons.

It also backs up my initial post. Whether anyone wants to believe it or not, is a whole different matter.

It is what it is.

And, if Tejasmarcos ever translates the article "El Rearme Paramilitar" he may want to share with PHB what the article covers regarding the paracos influence in the Antioquia.

I may not have all the answers, but I never claimed I did, I've only been in MDE for about 28 days, but learn on each and everyone of my trips, including other sources; PBH, Colombianblog, Paisa friends, reading, research, and by my simple curiosity to learn more.

Interested in hearing what others have heard about the situation.

About targeting. No, I am not saying Aguilas Negras were targeting you. There are lots of common criminals gangs out there. Los Colombianos son torcidos, compadre.

But Aguilas and other new groups are also responsible of extorsion and kidnapping all over Colombia.

In light of that you should not be so loose with hyped up and dramatic bullshit. Paraco activity goes on here all the time. It is in every sinew of life here.......but at a very underlying and overt level. None of their activities are covert in the manner you so dramatically describe.

If people here are feeding you this tripe, I'd seriously begin to question their motives. Are you making it up, or are your "friends". If it is your friends, telling you that they are living in the Wild West.......why are they feeding you this nonsense..??

Tell me where is this " my favourite barrio ". I'll send you a few snap-shots of normal life there........tonight........after 10pm.

Tras la desmovilización del bloque Catatumbo, apareció el grupo denominado las '�guilas negras'.

También forman parte de ellas personas que siendo integrantes de estas organizaciones jamás depusieron sus armas. Están dedicadas básicamente al crimen organizado.

Las '�guilas' nacieron hace dos años en Norte de Santander y hoy ocupan el espacio dejado por los 'paras', especialmente en ese departamento, Santander, Cesar, Caquetá y Antioquia.

Según las autoridades, son patrocinadas por narcos. El presidente �lvaro Uribe ordenó perseguirlos hace 12 días.

"Ya saben cómo operar, tienen contactos y sus víctimas los conocen", aseguró un investigador que calcula que en ellas habría cerca de 1.300 hombres.

Uribe, en su reacción al atentado con carro bomba en la Escuela Superior de Guerra, en Bogotá, les exigió a las FF.MM. combatirlas.

"Lucha frontal contra las bandas emergentes, contra los grupos llamados '�guilas negras', contra los desmovilizados que reincidan", pidió Uribe.

Alianza con los narcos

Según los investigadores, nacieron tan solo tres meses después de la desmovilización del Bloque Catatumbo de las Auc.

Con este grupo se desmovilizó Salvatore Mancuso, entonces jefe máximo del Bloque Norte de las Auc, y era segundo al mando 'Jorge 40', quien ha cobrado resonancia ahora por las revelaciones de su computador.

El objetivo de la creación, dice un informe de los investigadores, es "retomar el control perdido en el proceso de desmovilización y reanudar actividades del narcotráfico en el Catatumbo y el municipio de Puerto Santander".

Las '�guilas negras' en esta zona hacen presencia en Cúcuta, Chinácota, El Tarra, Tibú, Zulia y Puerto Santander.

Igualmente, según las autoridades, tienen influencia en Santander y Cesar, especialmente en Ocaña y Aguachica.

El jefe principal es un hombre conocido como 'Jorge', secundado por 'Julio', encargado de las finanzas, y 'Camilo', comandante militar.

Por la conformación de este grupo, un fiscal de Cúcuta dictó hace 15 días orden de captura contra Carlos Mario Jiménez, 'Macaco', el desmovilizado jefe del Bloque Central Bolívar (Bcb) de las autodefensas que está en La Ceja.

Los investigadores estiman que las '�guilas negras' en Norte de Santander tienen 360 integrantes y que están patrocinados por los 'Pepes', los 'Boyacos' y los 'Pulpos', grupos del narcotráfico de la región.

Extorsionan con pasquines a fincas

Las '�guilas negras' también hacen presencia en la zona cafetera antioqueña, donde se han detectado miembros del bloque Cacique Pipintá.

En Ciénaga (Magdalena) apareció un grupo con este nombre que, según la Policía, comenzó a repartir pasquines en algunas fincas del área rural con el propósito de extorsionar a los agricultores

En Chocó se han detectado las Autodefensas Campesinas Unidas del Norte del Valle (Acun) -las mismas de 'Jabón'- en la zona del río San Juan, medio y bajo Atrato. No se tiene claro si este grupo en cercanías de Istmina comparten territorio con las '�guilas Negras'.

Ex vocero 'para', jefe en Caquetá

Los informes oficiales señalan que en Caquetá las '�guilas negras' surgieron tras la desmovilización, en febrero pasado, del frente Andaquíes.

Según un documento oficial, jefes de ese grupo montaron esa estructura para manejar el narcotráfico en la zona. "El líder es Juan Carlos Monje Alvarado, el 'Monje', quien fue vocero del frente Andaquíes en la desmovilización", aseguró un investigador.

Según la fuente, 'Monje', con orden de captura por homicidio, se internó tras la desmovilización en San Antonio de Getucha, donde con sus hombres cercanos creó la banda con 70 combatientes.

Su zona de influencia abarca Milán, Morelia, Paujil, Doncello, Florencia y parte del departamento de Huila.

Las autoridades dicen que son financiados por el cartel del Norte del Valle, con el 'impuesto' que les cobran a los expendedores de base de coca y con extorsiones a comerciantes y ganaderos.

Sorry, but I do not live in MDE, and have never been exposed to paraco activity. You are lucky, you get to see it first hand, since you live there. My post was not intended to by hyped up, regardless of how it may have read to you.

Again, these are the same people that showed me the transformation of MDE. As far as motives, why would three competely different paisa, who do not know each other, confirm the same story regarding the curfew? They never described it as living in the Wild West. They just told me the story, I thought it was of importance to share with others on PBH, that's all.

Ray go to MT's fav barrio on super party Saturday at 11PM. That will be a better indicator than during the week as no one works the next day. The lights went dim and the streets were empty in Robledo Diamante last Saturday night. I didn't note the time but it was around 10-11 ish

Curfew - This is real and has been implemented over the past month. There is no more party in the streets in the barrios populares (Just like I saw in Robledo last Saturday). The aim is to keep the peace and crime off the streets (drugs, theft). If you are on the street minding your own business - not a problem.

The reason for MT's friend's stores being shut down is because they pose a threat in the eyes of the Black Aguilas. Quiet bars or store fronts in areas where there is not much crime are allowed to stay open. You will not be able to buy a media on most of these barrios after 10PM. Obviously Poblado, Laureles and the like are not really affected.
