Cartagena, Cali and Santa Marta are good places to be that time of year. Bogota completely dies out. Everybody leaves for the beaches and the few that stay spend it with family. You will hear how great Medellin is for New Years in a minute...

if you want to party. . . cartagena and medellin. But jonas is right. Locals in bogota, prefer to stay in bogota with their own families.

Cali would be the place to go because of the Feria but hotels in other cities like Medellín and Bogotá offer a New Year's Eve package that includes drinks, food and dancing until the wee hours of the morning. Some even offer "caldo de medianoche" which many people eat to avoid hangovers.

Colombians don't celebrate NYE in the same respect as many other places. I found it to be a very tranquilo, family-oriented night.

31 is more the party night. 24 is always with family.
