Wouldn't it be the Colombian gov't responsible for issuing a travel advisory for travel to the US?

Yes Colombian government would do it if they believed there was a risk to Colombian nationals (not likely in this case).
The Canadian government did, at one time, issue an advisory about travel to Florida because of the crime toward tourists. The US was a little red-faced about the topic.

You can't look at the whole countries when it comes to safety. Most of Colombia and the U.S are pretty damn safe. Travel advisories should point out the dangerous spots but refane from making blanket statements about a whole country.
