New "green card" at US Embassy?

Can a Colombian citizen who is a legal US resident return to Colombia WITHOUT their ICE/INS green card and obtain a new one at the US Embassy in Bogota? I know it costs $290 to obtain a lost one here in the states plus $80 for biometrics but can this be done in Bogota at the US Embassy? So the Colombian national will leave Miami with the Colombian passport and cedula but without the green card to re-enter later so can one get a new one in Bogota because the old one was lost here in the States.

If I am not mistaken, at the embassy they could check the status of their visa and provided all is in order, place a stamp in their passport that will be recognized at the airport in Colombia and by INS when you arrive in the USA. That is how my wife initially traveled to the USA. The best thing is to go to the INS office BEFORE you leave the USA and get the stamp in the passport. That is how my wife traveled back and forth before she got her green card. It took about 4 year in the USA before she actually had it her in hand. We had to go to the INS office and get a fresh stamp before we traveled to be sure she was cleared for re-entry. It should not cost anything, it did not when we did it, i think. See what kind of other feedback you get, because admittedly all that took place with us b4 911.

I have no idea but I would imagine your first duty would be to report the loss immediately to the US authorities. At the same time I imagine you would normally request a replacement. It would not appear wise to leave the USA without first obtaining the new card. It is not clear from your post why you prefer/need to do this in Bogota. I would imagine you might need more evidence to do it in Bogota.

You need to make an infopass appointment (http://infopass.uscis.gov/)

Tell them about you situation and they will stamp your passport. With the stamp you won’t have any problem to re-enter the country. File the I-90 here. You will be getting your new green card in about 6 months, if lucky.

You are starting to play a dangerous game. To cut to the chase I-551 Green Cards can not be replaced or renewed by US Embassies, or outside of USA. You have to file a Form I-90 with USCIS while in the United States or send the application to the USA.

If you have "lost" your I-551 Permanent Resident Card, and need to travel back to the United States immediately and cannot wait for the issuance of a replacement from ICSES in the USA, then you will need to apply for a Transportation Letter (sometimes called a Boarding Letter) issued by the Visa Unit of the Consular Section of the Embassy in Bogotá. Generally speaking you will need a copy of your missing I-551, your passport, passport-style photographs, and the fee of, I think, about $200 USD. If all goes well the embassy issue a letter that will permit you to enter the United States one time, after which you must replace your I-551. You must make a report of the loss to the police and have a copy of the police report. I do not know if you can make any arrangement with ICES before leaving.

You will not be allowed on any airline without the transportation letter and no you can't get the biometrics through the embassy in a foreign country.

I would assume there are some provisions for someone that might be robbed or loose it while in Colombia, but I am sure it would be a real headache..
I know a replacement passport from Moscow was a real pain plus no visa in my new passport. That wasn’t cheep. The boys at the Moscow airport noticed my photocopy visa stapled into my passport. Everyone there had there hand out wanting to help take care of the problem. hahaha. If you don’t want to miss the flight. $$$$$$$ I had a copy of my original visa and it still cost me about 4x the normal visa cost.
I would rather be dealing with the US embassy any day.

Definitely file for a replacement card first and then make an infopass appointment to get the I-551 stamp at your local USCIS office. With that stamp your wife can come back freely to the US without any hassle.

I will answer my own question. The embassy sent me a email saying that yes, they can issue a letter if the green card is lost or stolen in Colombia. $165. So, if the Colombian national lost it in the states and goes back to Colombia how is the embasssssy going to know where it was lost? Anyway, nice to have a copy of the I-551 which I have would be nice to go to USCIS but may not be enough time. One can leave Miami airport with just a Colombian passport and Colombia cedula correct with no US visa stamp in the passport?
