New Free Trade Agreement-Colombia-USA

I am moving my company to Colombia, going there in December. I am an american and married to a colombian who has her U.S. Citizenship now.
Can anybody comment on the free trade agreement.
For example:

Importing construction equipment
Used Cars

TLC Currentl you can't import used cars into Colombia and apparently it won't happen either after the TLC is approved, there have been heated discussions about the subject of used machinery and it seems the agreed that only used machinery will be allowed to be imported and maybe heavy truck but no cars.
Construction equipment? either new or used it seems it won't be a problem.
They're against importing used cars apparenty because there's the risk that stolen cars will be imported as used cars.
