Need a little 'Bogota' help here.....please and thankyou!

I must send some documents to a notary in Bogota but my Spanglish is not too good and I can't resolve an address for DHL. My fiance gave me this addy:
Bogota D.C.
Colombia
Notaria 73
Avenida El Dorado
69C-03 Local 103

.......and that's all. For some reason, I have a problem with this. Perhaps because I am Canadian and it doesn't fit in my understanding of a viable address. Also, these documents have cost dearly and I do not want them going astray.

The website for Notaria 73... gives this information:

Direccion: Avenida El Dorado No.69C - 03 Local 103
Localidad: FONTIBON
Barrio: Esperanza Norte

and I'm assuming... Bogota DC, Colombia.

Is the foregoing correct?....or should there be some additional information such as the Localidad and Barrio included?

Really appreciate any assistance here as it is terribly expensive even to send a simple envelope from Canada.

But they give directions like that in Puerto Rico also, but if you don't know where the old Coke plant is (or was), you're basically screwed. And if you did know, you probably wouldn't need the damned directions.
