NE1 use TRANEXCO

I was thinking about singing up with Tranexco to send packages to my inlaws in colombia, but had a few questions.

1) Does the account have to be set up in the name of the person that i want to send the package?

2) can i set up an account so that i end up paying for all the pacakges or does the person receiving the packages end up paying for them?
