There was a piece on NPR (National Public Radio) in the US this morning titled, "Colombia Launches Hearts and Minds Campaign."
To take control of his country, Colombian President Alvaro Uribe has used army offensives and aerial fumigation of drug crops to undercut funding for Marxist rebels. Now Colombia has launched a "hearts and minds" campaign in 53 communities.

snake says on Jul 24, 2007, 13:40: houstongal: sounds quite expensive. can colombian taxpayers afford this? winning hearts and minds as you probably already know must go well beyond bricks and mortar. the u.s. has all kinds of experience in this regard with projects to "change" the underclass and their living conditions. most have been a dismal failure. rarely can you put a square peg in a round hole.
