Morales wants referendum on U.S.-Colombian pact

Does anyone know what this means? I don't. I have been reading about this for a few days and I can't think of how a country or group of countries can be allowed to interfere in the sovereign internal affairs of another. If this happens then Colombia should force a similar referendum on Venezuela and Ecuador for being supportive of a terrorist organization which advocates the violent overthrow of another country.

Any intelligent thoughts on this?
