Big difference. That's not real legalization of possesssion, let alone of the drug trade as a whole. It's far from a real solution, though it's definitely better than full criminalization.

I personally could care less, since I don't intend to use any of these substances, but I do know that keeping the drug trade illegal is the real source of the problem, not merely drug possession.
