La Checho

One of my sisters-in-law is named Cecilia and everybody refers to her as Checho or La Checho. My wife says this is a nickname for Cecilia. Meanwhile in Texas the Latina Cecilias that I know, go by Ceci as their nickname. They are perplexed by the use of Checho and claim that they never heard of it as a nickname for Cecilia. What's the deal on this? Is it a South American thing? Does the word "checho" have any other meaning?
