K-1 / Tourist Visa Question

If the Fiance has a 5 year good Tourist Visa can she enter the USA while the K-1 is getting Processed then just return home when she has her interview or when her time is up on what the Border people say how long she can stay for in the US????

its nothing illegal so i dont see a problem we just making sure

I think yes they will let her in into US, she has to be very enfatic in immigration border to tell the official she will get married when you get your K1, and that she is just going for short vacation.
