I don´t think so. At least not in Cali. I think the closest you get are the services offered by private insurence companies such as Liberty. As for diognostics the are several or more big outfits that provide "peritajes" for about 100.000 pesos. But beware if you bring a vehical from a concessionario because they all have some sort of "convenio" and you will only be told the truth about serious mechanical faults. Accident caused body work will most likely be ignored in the report. If the vehicle is brought in by a "particular" and not a dealer you should get an honest report.
