Is it hard for a Colombian to get Tourist Visa to Mexico?

I'm American and moving to either Puerto Vallarta or Acapulco for business for a year or two. I have a Colombiana girlfriend. I was hoping it would be easier for her to visit in Mexico vs US or Canadian tourist visa. I have the option to stay put in the US or move to Canada too.

Which is harder to get? US tourist visa or Mexican tourist visa.

If I am in Mexico as a US citizen, and write a letter, saying and proving I'm not leaving Mexico, she is only coming for 2 weeks and we are not going to the US.......will the Mexican interviewer go for that?

Maybe a letter from my Mexican lawyer / notary saying I'm not leaving Mexico.....etc...

Letter's won't help you. She will need to obtain a US visa before she will ever be granted a Mexican visa. Her chances of obtaining a US visa depend upon many factors. Does she come from a family with money? Does she herself have money. Does she own a business in Colombia? Odds are she won't get a US visa but maybe if your are persistent and have a year or two worth of patience you she might be successful but I wouldn't put too much hope into it. You'll most likely be making several trips back to Colombia to see her.
