I once received a State tax refund cheque in my Colombian address by post. There is a good chance that it will arrive, although I don't know if I was just lucky. It might get "lost" too. It did take a pretty long time, so be patient.

What you should have done is had the govt. direct deposit the check into a US bank account.

The envelope actually says in big red characters "PAYMENT" ... which in Spanish probably means ... "steal me " ...
Have you tried direct deposit? We got it about 1 month ago directly deposited in a US bank.
