Have they hit Colombia yet? Are they all the rage just like here in NY or are other MP3 players more popular? Are people downloading songs easily/economically? More specifically, if I bought one for someone in Bogota would they be able to use it or would it get stolen, etc?

In stores they go for well over the price in the US, so many people get them on trips to the US or ask relatives/friends to buy it for them. There are also many other MP3 players around, but as in NY and elsewhere the iPod robs the show. As far as downloading... as long as you have a computer with USB there's no problem, that's very common in colombian households now. Sure it could get stolen if you're not careful, though I think theives have yet to become fully aware of the potential, once iPods become more widespread I can imagine a massive increase in these kinds of targeted thefts.
