Interesting article on Latin America

The URL below raises some interesting issues on the state of democracy in Latin America:

Though it was written by a conservative, the article also tends to cast doubt on the policy of fighting terror by spreading "democracy" in the middle east. (If Latin America still has so many problems after 200 years, does anyone really think that Iraq will do better?)
