Importing a new car from the US utilizing the cars for clunkers $4,500 rebate worth it?

Would it be worth it to buy a new car in the US for ~10k US minus the $4,500 rebate = $5,500. Would that savings offset the importation taxes levied by the DIAN? I was thinking like a cheap KIA that you can buy here in Colombia for around 23,000,000.00 COP.

I think it makes sense if it is a luxury car where you can actually save more than 20k or 50k.

I asked around and importers told me one should add 50%-60% of the original car value to know how much it would be at the end. So your 5.5k car would be at the end close to 19 mil, if you can get it for 23 mil, I would save the hassle (it can be a big pain to actually import it, several trips to DIAN, the transportation from the port to Bogota or your final destination, etc....) and just pay the few extra $$.
