Importation Tax on Personal Effects

HI , im moving to colombia in a few months with my two children. My husband has already started his 3 year posting there two weeks ago . He has told me that there are restrictions on what we may bring into the country and tax to pay even on personal effects . I have moved around the world , living in different countries for the last 10 years and normaly i just pack the whole house up into a container and unpack on the other side .
Can anyone give me any correct information about the personal effects like kids toys, books , photos albums, kitchen stuff, plates cutlery etc and especiall my paints , brushes and paintings (works in progress)... i find it hard to belive that all these personal things are restricted or taxed ????? Please help , Thanks

DAS Has Nothing to Do With Importing. The agency you deal with is DAN( National Office of Taxes and Customs Excise) NOT DAS.

Non-residents in the country who enter Colombia to live may bring, without an import license, personal effects and household goods that correspond to their family unit. The household goods are subject to customs duty and cannot be declared before the arrival of their owner in the country, in whose name they should be consigned.
To declare them, a form must be completed of the National Office of Taxes and Customs Excise – DIAN. In accordance with article 92 of Law 488 of 1988, merchandise that form part of household goods pays an overall 15% duty ad-valorem.
The time limit for the arrival of household goods at customs is one month before or four months after the arrival of their owner.

Conditions of merchandise on which duty is payable:
- Permanence abroad: 5 days or more
- Value of merchandise in US dollars: $2.500
- Types of goods: articles for domestic use, whether electrical or otherwise, sports goods, and goods relevant to the traveler’s activity.
- Maximum quantity: 3 of each article.
- Duty payable: up to US$ 1.500 is duty free, a duty of 15% is payable on US$2.500. Only once a year.
- Type of baggage: accompanied or non-accompanied baggage.

Duty-free entry of merchandise
The traveler may bring duty-free merchandise into Colombia in addition to his personal effects.
Conditions of duty-free merchandise
- Permanence abroad: any length of time.
- Value of merchandise in US dollars: $1.500
- Type of goods: for personal and family use.
- Maximum quantity: non-commercial quantities.
- Type of baggage: accompanied.

he items you have delineated will be admitted duty free-just declare them upon entry.

I thought it was DIAN Unless your bringing in a bag of diamonds, don't declare anything on the form they give you on the airplane. Besides, for what is costs for extra baggage or to ship a container here, you're better off just buying new stuff here instead of hauling your old stuff all the way down.

Thanks for your help I saw this web site already , was looking for something a bit more detailed .. I understand what you mean about "hauling my old stuff " but i think it is even more expensive to furnish a whole house every time i move ,and i just bought all this stuff here in France over the last 3 years as my container of stuff from the 4 years in Djibouti got stuck in Malta ( confused ?? me too )
and as i said half of it is paint canvas and paintings which are works in progress . Not the sort of stuff you throw away to buy new ones. but sincere thanks for your help anyway .
