I'm Investing, can't they give me a little bit of TIME?

I am investing here and have payed my 10 percent, which is not enough for my investment visa. It will be 3 more months before I pay for all the house off. Is a compraventa enough to get some sort of temporal or rentista visa. I mean how can you sign the title without a cedula which you can't get without a visa?

ministerio relaciones? MRS? is that in bogata? is there one near santa marta? If it is MRS i was told I could only get a visa there if i was already in the country with a valid visa, not a tourist visa.
