In order to get married in San Andres, you will need the following. I know the OP is from Peru, but I am putting general info that will apply to him and others

Foreign citizens (must not be born in Colombia) needs only a valid foreign passport.

Colombian citizens and naturalized foreign citizens that were born in Colombia need a valid "Cedula de Ciudadania" and a recent (30 days or newer I think) "Registro Civil de Nacimiento". The registro must be stamped or noted with "Valido para matrimonio". Many notarios or consulates will tell you that this is unnecessary. They are wrong and you must insist that they label the registro in compliance with "LEY 915 DE 2004".

This is all you will need. However, you should call the notario's office at 57-8-512-2112 and speak to them ahead of your trip. It would be wise for a Colombian citizen to fax their registro civil to ensure that it is acceptable. They can be pretty picky and there are certain rules that apply only in San Andres. Even so, it is a lot less hassle than marrying on the mainland.

BTW, Jannethe at SAIWeddings.com will also do a simple beach ceremony for just the two of you for a reasonable price. She did our simple beach wedding for just the two of us.
