I've been using this service in Guatemala......I am in Bogota but it is over skype. The reception is good and it's fairly priced at $10/hr. You take the class from the privacy of your home.

I've had private tutors here and found I wasn't getting my moneys worth.

I never tried private tutors in Colombia but studied at the Universidad de La Sabana. The classes and the materials were really good. There was a downside though - a bit of travelling was involved as the uni was outside Bogota. But the campus, the classes, the food was really great. I think they might give private lessons as well.
