Let`s say it`s colombian: When the father is abstent, you have to fill a motion to the Family Court. In this case, the hague convention is replaced by the law 1173 that allows faster communications.

It`s double citizenship: happens the same.

It`s only american: Well, becasue the US laws dont apply in Colombia , in theory the DAS would not ask you anything , but in case they did it, you would have to do the same procedure as you were colombian.

Questions: where are you living right now?
where is the kind in Colombia?
what nationalities does he or she have?
