How to Locate Colombian Persons?

I am looking for a Colombian woman by the name of Ilduara Taborda H. I have her Identificacion (clase y numero).

Does anyone know if there is a way to locate Colombian individuals by having there name and identification number? Is there a registry that can be accessed by the internet?

I am an adoptee. I am a young man that was born in Medellin, adopted, and brought to New Jersey in the late 70s. I am currently living in Brooklyn, NY and working as an educator. Are there any other adoptees out there searching for birth relatives? Anyone living in New York City?

I feel very lucky to have a name, an identification number, and some other info, but I am wondering how to use it to locate this woman. I really appreciate this forum(and others that I have found). I know that there are many others like me out there(Colombian adoptees from the 70s), and I would love to hear from you.

I think that my search will be difficult because the woman I am looking for has the name, Ilduara Taborda H., and unfortunately, I don't know what the H. stands for and if she has taken it on as an unabbreviated name. I don't know if she is a victim of the terrible civil war. I don't know if she is living in Medellin, Bogota, or some other city, and so on and so forth. Right now I am just grasping in the dark, but like I said, I feel lucky to have a name and the Identification number. Thanks so much for your thoughts and intentions.
