What have you guys done that works? How do you get her a 1 way plane ticket for cheap to the USA? or is there a way you can buy a 2 way and not use the other half, is that allowed?

However, it is quite common for a round trip to be a little less than a one way. The airline I flew on the 17th was Avianca. 2 months ago, they seemed to be the cheapest - by far, for a one-way ticket ... at least to Miami from Bogota. You won't save much, but $20, $40 bucks is money. I noticed Avianca has cheaper one-ways - though not much cheaper, in a lot of cases. This was last year but I am sure one can find cheaper tickets even now - worth a try. Good Luck
