Dial only 011-57-3 Actually, from the US just dial 011-57-3 and then the 10 digit cellphone number, don't dial 315 because that's just one of several available numbers for cellphone operators, there's also 310, 311, 312, 315, 300

If the home number is 211 11 11
Dial 011 +57 (2) 211 11 11 (Cali)
Dial 011 +57 (1) 211 11 11 (Bogota)
If the cell phone starts with 315 and the number is 211 11 11
Dial 011 +57 (315) 211 11 11
there's also 310, 311, 312, 300 but if you know it is 315 use like I said before
