How soon prior to expiration can you apply for a new US Passport?

I lost my passport one year ago today, 2/14/07 at JFK.

I paid for an expedited passport and now I am good for another 10 years. You just lose the full 10 year term of its use by getting a new one. Some places want at least 6 months remaining on your passport. Get an expedited passport if you plan to need it within 90 days!!

If you live near a Passport Agency, you can get one in 1-2 days if you have a plane ticket with a departure date of less than 14 days.

Of course if you take time off of work a passport agency works! I think you still have to pay expedited fee going to the passport agency.
