NVC sends to BOG by paper and electronically. If they sent it Oct/11, then BOG already has it. If you have your fiancee complete a Packet 3 response (yes, before every receiving the paper version) from internet copies of the forms required, and fax and overnight it to BOG on Oct/19, you very well may obtain a Nov interview instead of waiting for a Dec interview. All forms are available by means other than a package - USCIS has many of them... the El Salvador embassy (consulate?) website has many...

There is a .pdf of a sample Package 3 that circulates - this gives you instructions on how to respond with the forms and other requirements - let me know if you want me to email this to you.
