When I was in Santa Marta recently, I went to Telecom to install a landline. They said that there were out of numbers and did not know how long it would be before they would have any new numbers to give out.
Normally, I would have just said WTF and ask how they couldn't have any numbers but I have lived in other countries where the same thing has happened.
I found out later, what normal people do to get around this situation is to purchase landlines from someone who has one that they do not need and/or want to sell. If this is so, where do you find the owner/sellers of landlines?
Any info that you can shed on this situation will be appreciated.
