Tres Banderas - COP $145.000
Centro Hotel - COP $131.000
Santo Domingo - COP $96.700
Hotel El Viajero - COP $80.000

They're all low-end accommodation in the old city and any of them will suit your needs.

Cheers,
Terry

There are many rental apts available for tourists as well:

Our apartments are located in the neighbourhoods of Laguito, Bocagrande and in the Old Historic City:

I just left this comment elsewhere, but here you go:
http://hotel3banderas.com/index.php

Air conditioned rooms (although the lobby is not air conditioned), hot water, elementary English is spoken by one of the front desk clerks, free breakfast, very friendly and helpful staff, free access to computer with internet in the lobby, and they'll help you arrange excursions to the islands. Just Say No to the free trip to "Isla Tierra Bomba" though. It sucks.

I just wouldn't hang out in the lobby/waterfall/plant area without wearing mosquito repellent. That's my only caution.

I liked http://www.pietro.com/english/reservation.htm in Bocagrande. 10 minutes to the old city by taxi, or a short walk to the beach.

You can get a superior room for $89, which should include WiFi wireless internet at www.expedia.com

There is a a cozy little Italian/Pizza restaurant downstairs. They made arranangements for a trip to Islas Rosario, and the tour-guide even picked me in taxi, at the hotel.
