High speed internet service in Cali

I currently have TelMex with down load speeds aproaching 8mb but the up load speed is .38mb or 380kb.

Telefonica can up load at twice that rate using a telefone line but they don't currently service my apartment building in La Flora.

Cable Union de Occidente is rated the highest in Cali on speedtest.net but I have searched and can't find an office in Cali. Other high speed internet companies that rate high on speedtest are columbus networks USA, consultnetwork LTD and TV Cable S.A. but I have no idea how to contact them.

Anyone have any ideas on how to get my upload speeds up?

Iam presently using EMCALI
I signed up for Direct TV so they use EMCALI as their internet provider.Have no complaints so far.

If I even got half of that with them than I would be very happy. I tried to get them to come out and do something about the
pitiful up load speed and they told me that residental plans have a max. of .4 mb/s upload and they showed me where it said so in the contract I signed.

Do you have a business plan?
