Approximate Dates.. Generally speaking: High Season: Holy Week, Jun. 01 - Jul. 31, Nov. 1-15, Dec. 15-Jan 15. Cartagena has a super high season: from Dec. 27th to Jan. 7th
Santa Marta is Dec. 15 to Jan. 15, Holy Week an June 25 to July 25.

Special events can alter this general schedule

Generally speaking airline tick prices increase high season goes from June 15 to September 15 and from December 15 to February 15 decrease in low season which goes from February 16 to June 14 and from September 16 to December 14. If you plan travel, especially during the 12/15 to 1/15 best you book by October 1

Cartagena is no where near full for the summer months.

I am not 100% sure with regards to Santa Marta or San Andres, but I think Santa Marta is the same and not full.
