This is the article I referenced yesterday when asking if the law changed again about marriage in COL. Fabio scanned the article and sent it to me, I had to type it for the forum so it doesn't have the tildes where they belong.
I don't understand most of it--just the part that says if you ONLY have permisssion to ENTER Colombia you can't have a civil marriage.
I know someone will explain this to me. I hope I didn't get alarmed, or alarm others because of my poor Spanish.

Los extranjeros que obtuvieron solamente permiso de ingress al pais, no pureden celebrar matrimonio civil en Colombia.
Los extranjeros que tienen visa temporal y pasaporte vigente, asi como los que tienen cedula de extranjeria vigente, si pueden hacerlo, pero deben certificarlo ante de DAS. Ademas deben presentar los documentos que demuestren su estado civil de solteria O de divorcio, debidamente autenticados por la autoridad extranjera y las correspondientes authoridades colombiana y traducidos por traductor inscrito en la Cancilleria. Gator says on Aug 24, 2005, 13:45: Nothing has really changed. The stamp you receive in your passport when you enter Colombia is, in fact, a VISA. So that is the temporary visa referred to in the news story-since it is IN the passport it is obvious you have one. The cedula de extranjeria must be certified by DAS. The rest of the stuff required, civil de solteria (never been married) or divorce decree, et. al. has always been required. Anyway, our notary said she asked several others and no one had heard of any change. She said until she hears from the Ministero de Relaciones Exteriores(MRE) and the Superintendente de Notariado and Registro (Super. of Notary and Resister) she will not require a "marriage visa."
