Help with Colombian Spousal Visa

Alright I am still working on getting this Spousal Visa. My wife and I visited the Colombian Consulate last Saturday and were told they won't do Visa's on the weekends. Anyway in order to not waste another trip to the Consulate I called them to make sure of what I need. Here is what they sent me:
SPOUSE VISA REQUIREMENTS

1. Valid Passport with at least 3 available pages and good for a minimum of 6 months.
2. Two (2) passport copies. plain copies please.
3. Visa application form duly signed and filled out in duplicate.
4. Three (3) colored passport-type pictures (2"x2").
5. Letter from the spouse, requesting this type of visa, giving the reasons.
6. Certified copy of the spouse’s cedula.
7. Colombian marriage certificate issued no more than three months.
8. US 160.=



COLOMBIAN MARRIAGE CERTIFICATE
When the marriage has been executed in the States of Massachusetts, Rhode Island, Connecticut, Maine, New Hampshire and Vermont, it must be registered at the Colombian Consulate in Boston, with the following requirements:
1. American Marriage Certificate, which must be legalized.
2. Birth Certificate from the couple.
3. Colombian ID (Cédula de Ciudadanía) of the Couple. If one of both is foreign, he/she must present his/her valid passport.
4. One of both must be in person.


I called back and asked about the issuance of the marriage certificate within three months. We have one from our wedding but it is over three months old. I also asked her what Certified Copy of Cedula meant. I can make a copy of her Cedula. How would someone cerify it. You can certify documents but how would I certify a photocopy. Anyway no one could answer this so I thought I would post it here. Anyone?
