Help with Chamber of Commerce info

A couple of weeks ago I read in the forum that according to the Chamber of Commerce in Colombia the number of foreigners relocating to Colombia has increased quite a lot in the last couple of years. I have tried to find that articule to show my husband but I can't find it anywhere. The person that posted it, could you please let me know where it is or where you got the info from.
